To use Printer Utility you need to install and the non-develop and configure drivers after that. Cofiguration you can do with PrintConfig utility. As it contains only drivers and you may need additional software for using printer. Such free software is DatecsPrint that you can find in:

ftp://ftp.datecs.bg/PUBLISH/WINCE/DatecsPrint/

If you want to develop a application that shall works with Printer Utility you need to use some of the SDK's that present in "Develop" package. Function descriptions you can find in header file (C++ SDK) or summary information XML file (CF.NET SDK). Samples codes you can find in:
